Stem Cells grow into the developing fetus, then much later on the fetus has almost been fully developed with organs and systems. Three germ layers, called ectoderm, mesoderm, and endoderm, are formed and then go into specific organs and tissues in the fetus. Cells, then are given specific directions of differentiation, which differentiates the organs and tissues. So, if there were no stem cells then the organs and tissues might have trouble developing correctly. Also, if the cells were not given specific directions, then the organs might have trouble forming because it will not know it's responsibilities.
Ex: To form the heart in the embryo, clusters of pre-cardiac mesodermal cells move to each side of the developing organ. Then they form thin tubes and the cells began to twitch when grouped together. The twitching of the cells begins the start of the heart beat. So, for instance if the cells did move properly then the thin tube would be created, which the heart would not be properly formed and might not be able to properly function. Also, if the cells did not begin to twitch, then there would be nothing to start the heat beat, which means that the heart would not be able to function nor would the tiger without a heart.
